Sorelle e fratelli,

presentiamo, come richiesto, la relazione della Conferenza Assistenti generali del triennio passato: da ottobre 1990 a ottobre 1993. Dall'ottobre 1990 al gennaio 1993, P. Kevin Schindler-McGraw OFM Conv è stato presidente e P. Antonio Morichetti TOR segretario. Per il triennio 1993-95 invece, P. Carl Schäfer OFM sarà presidente e P. Ben Brevoort OFM Cap segretario.

1. Riunioni

Ci siamo riuniti 26 volte per una mezza giornata, una volta per due giorni (Assisi 1991) e una volta per tre giorni di seguito (Osimo 1993).

Principali temi trattati:
--relazioni visite pastorali e capitoli; vita e problematiche dell'OFS; rapporti con la presidenza; varie e temi di attualità.
-- Statuto per l'Assistenza spirituale e pastorale all'Ordine Francescano Secolare.
E' stato approvato il 13 giugno 1992 dall'Unione Ministri generali ed è entrato in vigore il 17 settembre 1992. Si tratta di un documento che si trascinava da parecchi anni. Gli Assistenti vi hanno lavorato con impegno nel 1991. Nel 1992 sono state apportate le correzioni finali e si è proceduto alla traduzione nelle diverse lingue.
-- Indicazioni ai frati sull'Ordine Francescano Secolare.
Con questo documento si è voluto sanare una lacuna già evidenziata dal Capitolo di Fatima e più volte ribadita dalla Presidente internazionale. Si tratta di uno strumento indicativo per l'informazione e la formazione che i frati devono avere per il coinvolgimento, la conoscenza e l'assistenza all'OFS. Il documento è stato studiato ed elaborato durante 1992 e discusso nella riunione di Presidenza CIOFS del maggio 1992. Nel mese di ottobre 1992 è stato consegnato ai Ministri generali perché sia inserito nei piani di formazione dei frati. E' stato anche fatto conoscere agli Assistenti nazionali e provinciali. La Conferenza ha curato anche diverse traduzioni. Ci auguriamo che diventi uno strumento utile per la conoscenza e per il servizio all'OFS.
--Abbiamo preparato il terreno per "- Koinonia -", una pubblicazione trimestrale della Conferenza che inizierà nel gennaio 1994. Gli articoli saranno preparati insieme e tradotti in inglese, spagnolo, francese e italiano. La diffusione sarà compito dei singoli Assistenti che potranno includerla nelle loro già esistenti pubblicazioni o farne altro uso.
--La preparazione della parte spirituale e liturgica delle riunioni di Presidenza e del Capitolo generale ci ha occupato in più di una riunione.
--Insieme con la Presidenza del CIOFS, abbiamo preparato e portato a termine un seminario di due settimane per l'OFS nei paesi dell'ex Unione Sovietica. Il Seminario si è tenuto a Cracovia, dal 5 al 18 luglio 1993, con la partecipazione dei quattro Assistenti generali e la Presidente internazionale dell'OFS in prima persona.
--Stiamo elaborando un questionario per le visite ai Consigli nazionali.
--Gli Assistenti hanno partecipato a tutte le riunioni della Presidenza del CIOFS di cui fanno parte. Sono stati responsabili per la parte spirituale e liturgica delle riunioni, e coinvolti attivamente nella preparazione e nell'eseguire le decisioni della Presidenza.
--Gli Assistenti hanno anche lavorato nelle Commissioni della Presidenza internazionale. E' da notare che questa collaborazione occupa una parte sempre più grande del tempo dei singoli assistenti.
--Una parte non indifferente del lavoro degli Assistenti è stata la traduzione e correzione dei testi nelle diverse lingue. Questo lavoro è stato svolto non solo per i testi della Conferenza, ma anche per tanti testi preparati e emanati dalla Presidenza del CIOFS. Sentiamo veramente la necessità di trovare una soluzione per il problema delle traduzioni (p.e. mediante un gruppo di traduttori secolari a cui si potrebbe far capo).

2. Visite pastorali, congressi, capitoli nazionali

Gli Assistenti generali hanno partecipato, per conto del CIOFS, a capitoli nazionali, congressi, ed effettuato visite pastorali: il tutto, salvo omissioni, per un numero complessivo di 50: 16 nel 1991, 24 nel 1992 e 10 fino a ottobre 1993.

Non ci è stato possibile essere presenti in prima persona a tutti i capitoli nazionali, spesso a causa di accavallamenti di date e di poca programmazione. Se la richiesta di presenza ai capitoli ci arriva solo uno o due mesi prima, è assai difficile programmare i viaggi, e ci sforziamo di delegare un Assistente nazionale di un paese vicino.

In molti paesi la visita pastorale si è fatta in occasione del capitolo nazionale, mentre in altri paesi essa è stata fatta in altri momenti. Quest'ultimo modo ci pare più fruttuoso, anche se comporta spese maggiori. Così pure l'esperienza delle visite congiunte, cioè fraterna e pastorale allo stesso tempo, nella maggioranza dei casi è stata positiva.

Teoricamente, le spese economiche delle visite pastorali, sono a carico del paese visitato o del CIOFS. Di fatto in molti casi le spese di trasporto e di alloggio nell'interno del paese sono state a carico dei frati del paese. Solo in alcuni lodevoli casi il Consiglio nazionale ha contribuito alle spese di viaggio di andata e ritorno e di quelle all' interno del paese. La maggior parte delle spese fatte per il servizio all'OFS sono a carico degli uffici di assistenza generale dei quattro Ordini.

3. Progetti

Per il prossimo triennio vogliamo:
--approfondire il senso dell'assistenza spirituale e pastorale che riguarda l'essenza del nostro ministero;
--formare i nostri confratelli ed altri francescani o francescane a vivere meglio la nostra vocazione in comunione vitale reciproca con l'OFS;
--intensificare e qualificare i rapporti con la Presidente internazionale, il Segretariato e la Presidenza CIOFS;
--promuovere incontri di aggiornamento per Assistenti nazionali e provinciali, anche per presentare lo "-Statuto per l'assistenza-";
--organizzare per luglio 1994 in Cracovia, Polonia, un seminario per gli assistenti spirituali ed animatori dei paesi dell'ex Unione Sovietica.

Per realizzare ciò si è proposto di:
--intensificare gli incontri della Conferenza;
--ripetere l'esperienza di giornate di fraternità e riflessione;
--coordinare meglio i viaggi all'estero per essere più presenti in sede.

Questa in sintesi è la relazione della Conferenza degli Assistenti generali: certamente molto è già stato fatto, molto di più si vorrebbe fare. L'ottimo spirito di collaborazione fraterna in seno alla Conferenza e con la Presidenza del CIOFS è di grande aiuto. Ricordiamo che i singoli Assistenti generali hanno svolto molte altre attività in favore dell'OFS oltre a quelle accennate in questa relazione. Speriamo, con la grazia di Dio e con il vostro consiglio, di poter realizzare i nostri propositi per il bene dell'OFS e un servizio più qualificato alla Chiesa.

Dear sisters and brothers,

we are presenting, as asked, the report of the Conference of General Assistants for the last three-years' period: October 1990 to October 1993. From October 1990 to January 1993, Fr. Kevin Schindler-McGraw OFM Conv was President and Fr. Antonio Morichetti TOR Secretary. For the next three years, 1993 to 1995, Fr. Carl Schäfer OFM is President and Fr. Ben Brevoort OFM Cap Secretary.

1. Meetings

We met twenty-six times for half a day, once for two days (Assisi 1991) and once for three days (Osimo, 1993).

Principal topics discussed:

--reports of pastoral visits and chapters; life and problems of the SFO; relations with the Presidency; actualities and various other topics.

-- Statutes for Spiritual and Pastoral Assistance to the SFO.
These Statutes were approved on June 13, 1992, by the Union of Ministers General and entered in force on September 17, 1992. Work on this document has taken years. The Assistants have devoted much of their time to it during 1991. In 1992 we inserted the last corrections in the document and prepared translations into different languages.

-- Indications to the Friars on the Secular Franciscan Order.
The goal of this document is to fill a gap already noted by the Chapter at Fatima and more than once mentioned by the International President. The document gives indications for information and formation needed by the Friars in order to become involved, to know and to assist the SFO. The document was studied and elaborated in 1992 and discussed in the May 1992 meeting of the CIOFS Presidency. In October 1992 the text was handed over to the Ministers General to be included in the formation programs of the Friars. It was also sent to national and provincial Assistants. The Conference has taken care of a number of translations. We hope that it will be a useful instrument for knowing and serving the SFO.

--We have already prepared "- Koinonia -", a joint three-monthly publication of the Conference, which will start January 1994. The articles will be prepared together and translated into English, Spanish, French and Italian. Its circulation will be the responsibility of each Assistant, who can insert the text into his existing publications or use it in other ways.

--The preparations for the spiritual and liturgical part of the Presidency meetings and of the General Chapter has kept us busy in more than one meeting.

--Together with the Presidency of the CIOFS, we have prepared and conducted a two-weeks' Seminar for the SFO in the territory of the ex-Soviet Union. The Seminar took place in Cracow, July 5-18, 1993. The four General Assistants and the International President participated personally.

--We are preparing a questionnaire for visits to National Councils.

--The Assistants have participated in all the meetings of the CIOFS Presidency, of which they are members. They have been responsible for the spiritual and liturgical aspects of the meetings, and participated actively in the preparation and execution of any decisions taken by the Presidency.

--The Assistants have also worked in the Commissions of the International Presidency. It should be noted that this collaboration takes more and more time for each of the Assistants.

--A not indifferent part of the work of the Assistants has been the translation and correction of texts in various languages. This work has been done not only for the texts of the Conference, but also for many texts published by the CIOFS Presidency. We feel the need to find a solution to the problem of translations, e.g. by forming a group of secular translators.

2. Pastoral visits, conventions, national chapters

The General Assistants have participated, in name of the CIOFS, in national Chapters or conventions, and made pastoral visits: about 50 times in all: 16 in 1991, 24 in 1992 and 10 up to October 1993.

It has not been possible to be personally present at all national Chapters, mostly because of conflicting dates and poor planning. If the request for presence at a national Chapter arrives only one or two months before the date of the Chapter, planning the journeys becomes very difficult, forcing us to delegate a national Assistant of a neighboring country.

In many countries, the pastoral visit has been held in connection with the national Chapter, whereas in other countries the visit was made at another time. This last method appears to be more fruitful, even if it is more costly in terms of time and money. The experience of joint visits, that is the fraternal and pastoral visit at the same time, has been positive in most of the cases.

In theory, the expenses of these pastoral visits should be met by the country visited, or by the CIOFS. In fact, in many cases our expenses for transport and lodging inside the country were met by the Friars of that country. Only in some laudable cases the National Council has contributed to the expenses of the journey to and from the country and to those inside the country. The greater part of the expenses of serving the SFO has been met by the offices of the four General Assistants.

3. Plans

For the coming three years we are planning:
--to study the meaning and implications of spiritual and pastoral assistance, which is the core of our service;
--to help our confreres and other franciscan brothers and sisters to live more fully our vocation in life-giving reciprocity with the SFO;
--to intensify and to improve the contacts with the International President, with the Secretariat and the Presidency of the CIOFS;
--to promote on-going formation meetings for national and provincial Assistants, including the presentation of the "-Statutes for Assistance-";
--to organize for July 1994 in Cracow, Poland, a seminar for spiritual assistants and animators working in the territories of the ex-Soviet Union.

In order to realize this, we intend:
--to intensify the meetings of the Conference;
--to spend some days together for fraternity and reflection;
--to coordinate our journeys better in order to be more present at the office.

This, in short, is the report of the Conference of General Assistants: we have done many things, many more things we have dreamed to do. The excellent spirit of fraternal collaboration in the Conference and in the CIOFS Presidency is a great help. We would like to note that each of the General Assistants has been active on behalf of the SFO in many more ways than those mentioned in this report. We hope by God's grace and your advice, to be able to realize our dreams for the good of the SFO and a better service to the Church.

Presentamos el Informe solicitado a la Conferencia de Asistentes Generales sobre el trienio octubre 1990 a octubre 1993. Desde el mes de octubre 1990 al mes de enero 1993, Fr. Kevin Schindler-McGraw, OFM Conv., ejerció el papel de Presidente, y Fr. Antonio Morichetti, TOR, desempeñ¢ el trabajo de Secretario. Para los próximos 3 años, de 1993 a 1995, Fr. Carl Schäfer, OFM es Presidente y Fr. Ben Brevoort, OFM. Cap. es Secretario.

Nos hemos reunido veintiseis veces, medio día cada vez, y además un periodo de dos días en Asís (1991) y otro de tres días en Osimo (1993).

Principalmente tratamos estos temas:
--Informes de visitas pastorales y capítulos; vida y problemática de la OFS; relaciones con la Presidencia; actualidad y varios temas más.
-- Estatutos para la Asistencia Espiritual y Pastoral a la OFS.
Estos Estatutos fueron aprobados el día 13 de junio, 1992, por la Unión de Ministros Generales y puestos en vigencia el 17 de septiembre del mismo año. Hemos tardado años para elaborar este documento. Los Asistentes le han dedicado una gran parte de su tiempo en 1991. Hemos insertado las últimas correcciones al documento en 1992, y hemos preparado traducciones en varios idiomas.
-- Indicaciones a los Frailes sobre la Orden Franciscana Seglar.
La finalidad de este documento es corregir una falta ya notada por el Capítulo General en Fátima, y mencionado más de una vez por la Presidencia Internacional. El documento ha dado indicaciones y la formación necesarias para los frailes en orden a conocer y asistir a la OFS. El documento ha sido estudiado y elaborado en 1992 y tratado en la reunión de la Presidencia del CIOFS en el mes de mayo de 1992. El texto ha sido difundido por los Ministros Generales para incluirse en los programas de formación de los frailes en el mes de octubre de 1992. También se ha enviado a los Asistentes Nacionales y Provinciales. La Conferencia se ha hecho cargo de varias traducciones. Esperamos que sea un Instrumento útil, que sirva para conocer y servir mejor a la OFS.
Hemos preparado "- Koinonia -", una publicación trimestral de la Conferencia, que comenzará a partir de enero 1994. Los artículos se prepararán juntos y serán traducidos a inglés, castellano, francés, e italiano. Su circulación será responsabilidad de cada Asistente, que podrá insertar el texto en sus publicaciones existentes, o hacer otro uso.
--Las preparaciones para los elementos espirituales y litúrgicos de los encuentros de la Presidencia y del Capítulo General nos han ocupado más de una reunión.
--Junto con la Presidencia del CIOFS hemos preparado y conducido un Seminario de dos semanas para la OFS en el territorio de la ex-Union Soviética. Efectuóse del 5 al 18 de julio en Cracovia. Los cuatro Asistentes Generales y la Presidente Internacional participaron personalmente.
--Está en preparación un cuestionario para las visitas a los Consejos Nacionales.
--Los Asistentes han participado en todas las reuniones de la Presidencia del CIOFS de la que forman parte. Eran responsables para la parte espiritual y litúrgica da las reuniones, y han participado activamente en la preparación y ejecución de la decisiones de la Presidencia.
--Los Asistentes han trabajado también en las Comisiones de la Presidencia Internacional. Debe hacerse notar que esta colaboración les toma mucho tiempo a cada uno de los Asistentes.
--Una parte importante de este trabajo de los Asistentes ha sido la traducción y corrección de textos en varias lenguas. Este trabajo se ha hecho no solamente para los textos de la Conferencia, sino también para otros textos publicados por la Presidencia del CIOFS. Sentimos la necesidad de encontrar una solución al problema de las traducciones, p. ej. formar un grupo de traductores seglares.

2. Visitas Pastorales, Congresos, y Capítulos Nacionales

Los Asistentes Generales han participado en nombre del CIOFS en capítulos nacionales, congresos, y en visitas pastorales: todos juntos, si no recordamos mal, hemos hecho 50 visitas: 16 en 1991, 24 en 1992, y 10 hasta octubre de 1993.

No ha sido posible estar presente, personalmente, en todos los capítulos nacionales, por la dificultad de las fechas y por la falta de programación. Si la solicitud de presencia a un Capítulo Nacional llega únicamente con uno o dos meses de anticipación, planear los viajes se dificulta mucho, y nos vemos en la necesidad de delegar a un Asistente Nacional de un país vecino.

En muchos paises, la visita pastoral ha sido llevada a cabo junto con el Capítulo Nacional, sin embargo, en otros paises la visita se ha efectuado en otro momento. Este método parece ser más fructífero, aunque es más costoso en tiempo y dinero. La experencia de las visitas conjuntas, es decir, de la visita fraterna y pastoral a la misma vez, ha tenido un resultado positivo en la mayoría de los casos.

En teoria, los costos de estas visitas pastorales deben ser asumidos por el país visitado o por el CIOFS. De hecho, en muchos casos, nuestros gastos para el transporte y alojamiento dentro del pais han sido asumidos por los frailes del propio país. En muy pocos y laudables casos el Consejo Nacional ha contribuido a los gastos del viaje de ida y vuelta al paìs y dentro del país. La mayor parte de los gastos de servicio a la OFS han sido asumidos por las oficinas de los cuatro Asistentes Generales.

3. Planes

Para los tres próximos años estamos planeando:

--estudiar el significado y las implicaciones de la asistencia espiritual y pastoral, que es el corazón de nuestro servicio;
--ayudar a nuestros hermanos religiosos y a otros hermanos y hermanas franciscanos, a vivir plenamente nuestra vocación de reciprocidad vivencial con la OFS;
--intensificar y mejorar la comunicación con la Presidente Internacional, con el Secretariado, y con la Presidencia del CIOFS;
--promover los encuentros de formación permanente para los Asistentes Nacionales y Provinciales, incluyendo la presentación de los "-Estatutos para la Asistencia-";
--organizar para julio 1994, en Cracovia, Polonia, junto con la Presidencia del CIOFS un seminario para los asistentes espirituales y los animadores que desarrollan su ministerio en los territorios de la exUnion Soviética.

Para realizar todo ésto nos proponemos:

--intensificar los encuentros de la Conferencia;
--reunirnos algunos días para hacer una reflexión y confraternizar;
--coordinar mejor nuestros viajes para estar más presente en la oficina.

Este es nuestro informe: hemos hecho mucho, muchas más cosas hemos soñado hacer. El espíritu fraternal existente en la Conferencia y con la Presidencia del CIOFS es de una gran ayuda. Esperamos, que, con la gracia de Dios, y sus consejos, podamos realizar nuestros sueños para el bien de la OFS y un mejor servicio a la Iglesia.
