CIOFS PRESIDENCY DETERMINATION

on the

ELECTION OF FRANCISCAN YOUTH INTERNATIONAL COUNCILLORS

(November 2005)

Introduction

Considering that Art 97.5 of the General Constitutions states that "the representatives of the Franciscan Youth in the international council of the SFO are elected according to the international statutes which also determine how many there are, what fraternities they represent, and what their responsibilities are supposed to be."

Considering that Art. 6 of the Statutes of the International Fraternity states that "the Presidency of the International Council of the SFO, after consulting the National Councils of the SFO and of the Franciscan Youth, will determine the number, maximum six, and the method of election of the International Councillors representing the Franciscan Youth (GC  97.5)",

The CIOFS Presidency determines that:

National Fraternities, where an organized Franciscan Youth exists, must elect an international Delegate during the Youfra elective Assembly every three years.

Before every General Elective Chapter, the Presidency will determine the number of international Councillors representing Franciscan Youth to be elected and the area that each one will represent, in due consideration of the number of existing organized Franciscan Youth National Fraternities in the area.

This determination will be made "after consulting the National Councils of the SFO and of the Franciscan Youth".

When the General Chapter approaches, the Presidency will invite the Youfra international Delegates to elect, from the ones within their respective areas, the Youfra International Councillor, and his/her substitute. His/her term of service will be for three years.

The election will be conducted in person wherever possible; otherwise, it can be conducted by mail. This election is normally coordinated by the CIOFS Presidency Councillor for Franciscan Youth.
